Branch offices there and merely await the conclusion of

hostilities to return here to resume carrying on their

businesses here.

(7). The premises are mostly let on terms of 7, 14, and 21 years

of which about 14 years have expired, leaving various

periode from a year or two up to seven years to run. The

premises have been considerably under-rented as leases were

granted at low rentals at the outset of which the German

Firus have hitherto had all the advantage. It would be

unfair, at a time when the Germans have had an advantage

of a period of low rentals, to deprive the owners of the

receipt of consideration in the shape of higher rentals

by which they were led to give the German Firms the benefit

of low rentals at the outset.

(8). It is undoubted that at the conclusion of hostilities the

German Firms will all want to come back and resume their

old premises. If the leases were to be cancelled they

might find on their return that the landlords had re-let so

that they could not either obtain the accommodation they

desired or the accommodation which was desirable in their

business interests. It must be borne in mind that the

accommodation in this Colony and especially in the heart

of the Colony is limited.

(9). Even if one or two Fires would prefer to see the leases

cancelled, it would not be right to discriminate between

then and other German Firms who did not desire the leases cancelled.

(10). Many of the German Firms concerned had large shipping

interests and their offices were on the sea front. If the leases were cancelled they might not be able to secure offices except at some distance from the sea front which would be a hardship for them.

(11). If the Leases were to be cancelled and the war were to

come to a sudden determination soon after the cancellation,
