Mr. Bomar called this morning to know if I could give
him any information about a letter of the 25th September from Bume & Reif, Bradford, to Bume & Reif, Hongkong. He had learnt about it through a letter from Shanghai, and he knew that it con- tained a Power of Attorney. This is the letter referred to in
recent minutes in file No.3349/1914. Mr. Bonnar says he would
like some information which he could pass on to Bume & Reif, Shanghai, and Bume & Reif, Bradford, but that if the information were given to him confidentially, of course he would not repeat it.
2. The letter from Shanghai stated that Mr. Reif, of Brad- ford, had interviewed both the Home Office and the Colonial Office
and that they were both satisfied of the British status of the
Bradford firm. Mr. Reif said that Mr. McKenna had told him that
the question of the effect of war on a partnership between a British subject and an enemy subject in enemy territory was still undecided. It would look therefore as if Mr. Reif admitted to the Home Office that he had a partner in Germany, a fact which he is apparently trying to conceal out here, though I daresay that he would explain his letter and Power of Attorney by saying that the
war had dissolved the partnership with Bume.
