5th December, 1914.

I have the honour to inform you that on the 28th November the Director of Public Works received a letter, of which I enclose a copy, from Mr. James Sutherland Chalmers, who was appointed as Assistant Land Surveyor in the Public Works Depart- ment in November, 1912, on a three years agreement.

Mr. Chalmers offered his services to the Military Authorities without my sanction, or any communication with the Head of his Department, who was unable to spare him, and I might have held him to his agreement, but as his name had appeared in the Military Routine Orders as having been granted the rank of 2nd Lieutenant I decided, after discussing the matter with the General Officer Commanding, to let him proceed in the Troopship "Delta" yesterday; and to leave to your decision any action for the recovery of the cost of his passage to the Colony (255). Mr. Chalmers has been informed accordingly.
