In reply to your telegram of the 23rd November cypher,
as provided under Ordinance winding up will be carried out in
to the interests of expelled and interned aliens it is not proceed
beyond what is necessary for completion of current contracts
and to meet liabilities. Beyond that assets will be held as
desired by omers. Provisions made for case of insolvency of a
similar kind to proceedings in bankruptcy but there is no
discharge as in bankruptcy. Payment cannot be made to any
enemy subject without permission from me
