Referring to my cypher telegram of 26th October,
the Assistant Head of Arnhold Karberg & Co. wished to transfer
to Shameen as the firm owned offices and residential quarters
there. In consequence of the delay in the reply to my telegram, he went to Shanghai. He wishes now to come through Hongkong and to go to Shameen; and the Consul-General in Canton sees no objection. I agree with him, and think that the transfer in this and any other approved case is covered by the sanction of your telegram of November 9th. The General Officer Commanding objects and holds that by analogy
the case is covered by your code telegram of November 11th
which dealt with the question of missionaries. Please tele-
graph instructions.
