We have been urgently requested by Mr.F. Jebsen,

a member of the late German firm of Jebsen & Co., who is now

interned with other Germans in Kowloon, to make application on

his behalf to His Excellency the Governor, through you, that he may be permitted to leave the Colony and proceed to the United States of America, on the grounds following: -

Mr. Jebsen was, in his youth, attacked with lung trouble, and in consequence was compelled to give up his studies

at an early age.

For the same reason he was declared to be unfit for military service, and was subsequently placed in the untrained Landaturm. He has never been called upon for military service, and, as he will attain the age of 45 years next year, he cannot afterwards be liable to be so called upon, even should he be

deemed fit for service before that time.

In the year 1909, while in this Colony, he suffered from a severe attack of inflammation of the kidneys, followed by pleuriay on both sides, from which he did not sufficiently recover to enable him to attend to his business for a period of three months, and from the effects of which he has never entirely recovered. As a result of this severe illness he has been advised

by his medical attendants that it is necessary for him to be exceedingly careful, during the remainder of his life, not to expose himself in such a way that he may incur a chill, for that, should he do so, he would be very liable to suffer an attack of pneumonia which would be likely to be fatal.
