last point, it is further suggested that all men coming here as watchmen (being ex-soldiers) should be enrolled, before leaving India, in the Indian Army reserve, being posted to a special Hongkong section of this reserve; which reserve would be commanded by one of the regimental officers of the Indian Army garrisoned bere (being put in command of the Reserve Centre in addition to his

regimental duties, as is done in India). This would have the

double advantage of keeping control of the watchmen and giving them some one who would look after them. Similarly, for the police, it is suggested that a British officer of the Indian Police, of 8 or

10 years service, should be kept here permanently as an assistant

to the Captain Superintendent of Police and be specially in charge

of the Indian Police; the same man should not stay here permanently but might be changed every 3 or 4 years.

The questions of reserve pay, period of training and

whether annual or biennial would have to be settled, but do not

appear difficult.

Legislation would also be necessary to ensure that

all Indian watchmen here should be approved and licensed by Govern-

ment, this would enable Government to restrict employment to whom

they pleased.
