513 similar relation to the Police Force as the Volunteer Reserve hold towards the Hongkong Volunteer Corps, and to incorporate the Force under the form of an Ordinance modelled as far as possible on the Ordinance to provide for the formation of a Volunteer Reserve 23345 force, enclosed in my confidential despatch of the 28th September,

The members of the Police Reserve will be supplied with carbines. As there is a considerable number of carbines in stock the expense in this connection will not be great. They will be required to attain the same standard of drill and musketry as is required of the Volunteer Reserves. It is not proposed to supply them with uniforms.

Mr. Measer expects that a large number of the lately disbanded Special Constables will immediately enrol in the Reserve, and they should with their recent experience of Police work and the training they have received provide a nucleus for the new Force
