With reference to paragraph 8 of my secret despatch
of the 25th September, I have the honour to submit for the signific- ation of His Majesty's pleasure the following Ordinance entitled:- An Ordinance to provide for the formation of a Special Police Reserve. No.54 of 1914.

The customary report by the Attorney General is
I reported in paragraph 23 of my secret despatch of the 12th August that a forceof special constables was enrolled 377955
immediately after the outbreak of war to replace 150 members of the Police who were temporarily seconded to the Military Authorities during mobilization, and in my despatch under reference, I informed you of the partial disbandment of this force on the return of the Police from military duty, and I remarked on the valuable services rendered by the Special Constables and the zeal and aptitude they displayed. On disbandment every encouragement was offered to those of their number who were eligible for service either in the Hongkong Volunteer Corps or the Hongkong Volunteer Reserve to join those corps. A large number, however, remained who were for various unfit for admission, though eager to serve the Crown in any capacity.

After consulting with the Captain Superintendent of
Police I decided that the opportunity was favourable to put into effect the project of establishing a Police Reserve Force to hold a
