Your telegram of July 5th. A firm offer was made today by the Minister of Communications of 30% British, 70% Chinese on all through passenger and through goods traffic. I stood out for 35% British and 65% Chinese, and he promised to let me have an answer in a few days after consulting his colleagues. Would 324% and 671% be accepted in last resort.
