With reference to Sir F. Lugard's confidential

despatch of the 11th of January, 1912, forwarding copies of the

draft Working Agreement for the Canton-Kowloon Railway, I have the

honour to inform you that on my assumption of this Government in

July 1912 I found that the question of the division of joint

sectional fares was under discussion between the Manager of the

British Section and the Managing Director of the Chinese Section.

Since then a great deal of correspondence and some interviews between the parties concerned have taken place, the discussion being impeded and delayed by a change in the Managing Directorship!

of the Canton Section.

The division of fares formed the subject of a Memorandum by Mr. C. Clementi, copy of which was enclosed in Sir F. Lugard's confidential despatch of the 20th of July, 1911,

and

a division in the ratio of 35% to the credit of the British Sect- ion and of 65% to the credit of the Chinese Section for all classes of through passenger and through goods traffic, was recommended. The division of goods rates formed the subject of a Memorandum by the late Mr. E. S. Lindsey, copy of which was enclosed in the same

despatch.

Telegraphio correspondence, copy enclosed, subse- quently took place with H.B.M's Minister at Peking on the subject,
