See my cypher telegram 26th October. The Assis- tent Head of firm of Arnhold Karberg and Company
desired to transfer to Shameen where the firm owns an
office and a residence. He went to Shanghai owing to delay in answering my telegram. He now wishes to go via Hong Kong to Shameen. No objection raised by the
Consul General at Canson.

and I consider that
in any such approved cases transfer is sanctioned by
your telegram of November 9th. General Officer Command- ing objects, claiming that the case by (?) analogy is
covered by your telegram of November 11th concerning
missionaries, sent in code.
