Experience in W. Africa leads to the

opinion that missionaries

are

more

dangerous than traders. Hence perhaps the distinction. But the 7.0. expressed no

pinion as to whether enemy subjects should be allowed

to go to Shamien : they only said

could not be expelled from

that residents

Shamen.

This man is at Shanghai

is at Shanghai & wants to

fo to Shamien via Hong Kong. I don't think

need encourage him

I would keep

him waiting while we refer to 7.0. again.

(Received Colonial Office 7.45 p.m.21st November 1914).

See my cypher telegram 26th October. The Assis- tent Head of firm of Arnhold Karberg and Company

desired to transfer to Shameen where the firm owns an

office and a residence. He went to Shanghai owing to delay in answering my telegram. He now wishes to go via Hong Kong to Shameen. No objection raised by the

Consul General at Canson.

I agree,

and I consider that

in any such approved cases transfer is sanctioned by

your telegram of November 9th. General Officer Command- ing objects, claiming that the case by (?) analogy is

covered by your telegram of November 11th concerning

missionaries, sent in code.

Please let me have instructions by telegraph.
