With reference to my telegram of 22nd September and to my confidential despatch of 9th October, Managers of Indo- China Steam Navigation Co. still anxious to charter "Frisia".
November Have been informed that 253 Indians will arrive here DELKAS 23rd from San Francisco and there will be no means of sending to India for some time. Their presence in the Colony most undesirable. If you approve and there is no legal objection I therefore propose to charter "Frisia" to the Indo-China Steam Navigation Co. on same terme as before mentioned and to send the Indians in her to Calcutta as soon as possible after arrival.
