November 11th. Army Council would welcome my assist- ance which you may be able to afford in offering suitable candidates for Commissions as Captains and Lieutenants in the New Service Battalions which are being raised; these commis- sions will be temporary for the duration of the war and it is not proposed to limit their numbers at present as long as supply of suitable candidates forthcoming. Preference should be given to gentlemen with previous military experience. Candidates should be not less than 25 and not over 40 years of age. They must be certified medically fit. They should be interviewed personally by responsible official and only those should be nominated whose antecedents and position in life make it likely that they will become efficient officers. Selections for rank of Captain should be made on grounds of former military experience rather than of age and number of nominations for that rank should not exceed 50% of aggregate selected for each Colony. Free passages granted to and from this country. Pay and allowances as in similar rank in the British service with which they will rank pari passu. Allow- ance of £30 for uniform and £7.10s. for camp kit.
