With reference to my Confidential letter
of the 27th ultimo, I have the honour to transmit copy
of a telegram which I sent to the Secretary of State for
the Colonies on the 50th ultimo on the question of allow-
ing certain German Missionaries to proceed to Sheklung.
I have had no reply to this telegram nor to my cypher
telegrama paraphrases of which were enclosed in my letter
under reference, nor do I now expect any replies to my
messages.

In these circumstances I sent for the Rev.
Mr. Maus and the Rev. Kr. Nagel in order to enquire into
the reasons for their desiring to return to the Kwangtung
Province and at the same time I questioned them concerning
the circumstances in which Kessrs. Maute and Bitser find
themselves.
I attach copy of the note I made of the
conversation and in view of the facts therein disclosed
and of the absence of suspicion that these gentlemen are
apies I am of opinion that they should be allowed to pro-
coed to the places to which they desire to go.
