I am directed to acknowledge the receipt of your letter of the 31st October transmitting a letter in original
from representative German Firm in the Colony protesting
against the suppression of German tradein the Colony.
In reply I am to state that the Government of
Hongkong regrets that in the exceptional circumstances exist-
ing in this defended port exceptional measures were considered
