This assisting of the enemy by a Power which has from
the first so vigorously proclaimed its neutrality has become so
flagrant that, it is understood, Australia and Japan have both
threatened to out off their supplies of coal, unless proper
steps are taken to see that these do not reach the many enemy.
My Committee are of opinion that this matter is of
so serious import that they can no longer keep silence, but
aust protest in the strongest possible manner against this
breach of neutrality, and we trust that H.E. the Governor will
lay our protest before the Secretary of State for the Colonies,
in order that representations can be made by our Government to
the Powers concerned.
There is a further point which my Committee wish to
direct attention.
If, as they believe, the Government of the Philippine
Islands and Netherlands India maintain they are powerlesa, avan
in face of all the known facts, to prevent these vessels from
leaving their Harbours, then my Committee would beg to submit
that the existing laws governing the responsibilities of neutral
powers during time of war are in need of revision.
The Committee of the Chamber therefore desires to
suggest that when the present war has terminated, and a meeting
of the Powers is held, (as presumably it will be), to consider
the various questions arising out of the present hostilities,
special consideration be given to this matter and that new rules
be framed rendering it obligatory on neutral powers that their
ports be not, in future wars, made use of by the nationals or
friends, of one or other of the belligerent powers as a base from
