I have the honour to transmit for your information

the enclosed copy of correspondence with the Senior Naval Officer

at Hongkong concerning the attitude of the Philippine Government

in the watter of the export of coal from Manila since the declara-

tion of war between England and Germany.

If you have not already been in communication with

His Majesty's Government on the subject I shall be obliged if you

will furnish me with such information as you may be able to obtain

on the following points;-

(a). What has been the ostensible destination of vessels

exporting coal from Manila since the beginning of the

war.

(b). Is there, under normal conditions, any export of coal

from Manila to such ports.

(c). Is there any reason, and if so, what is the reason, to

believe that the coal was intended for the German

Squadron.

(d). Were any unusual facilities given by the Authorities at

Manila for the clearance of coal laden vessels, 0.g. a8

to notice of clearance and time of sailing. (Note. It is alleged that some vessels were allowed to clear late at

night).

(e). Were the vessels that have been used in the export of coal since the outbreak of war regular colliers,

I have, etc.
