Sir,

I have the honour to submit for the signification

of His Majesty's pleasure Ordinance No. 29 of 1914, entitled "An Ordinance to apply a sun not exceeding nine million five hundred and fifteen thousand six hundred and ninety-two Dollars to the Public Service of the year 1915", together with the customary report of the Attorney General thereon.

I enclose 8 copies of the Estimates for 1915, an Abstract showing the differences between the Estimates of Expend- iture for 1914 and 1915, and Statements of Assets and Liabilities on 31st December, 1913, of the estimated balance of Assets over Liabilities on 31st December, 1914, of the position of the Inscribed Stock and Wachang Loan Accounts in 1913 and of their estimated position in 1914.

I also forward copies of the local "Hansard" con- taining reports of the Meetings of the Legislative Council held on the 22nd October and 5th November, when the Estimates were considered. On the first of those dates I introduced the Budget with an explanation of the financial position of the Colony, and of the more important increases in Revenue and Expenditure.. On the 5th November the proposals of the Government were criticised in speeches by two of the Unofficial Members of Council to which the Colonial Secretary, the Treasurer, the Director of P. E. and I myself replied. The Appropriation Bill was then read a RIGHT HONOURABLE
