The case has thus been settled, but not in a manner
wholly satisfactory to me, for General Kelly has written

Many other minor incidents have occurred which have given both Severn and myself a good deal of annoyance and trouble, and I think that you will agree with me that in a Colony with such a mixed community as is found here, and when the vast majority of that community is Chinese, with whose customs and language the Military Authorities have no acquaintance, the position of the Colonial Government would become intolerable if such actions as I have mentioned are permissible under
Military Law.
I would like to add that I think you know me well enough to
realise that I never seek or make trouble with those with whom I have
work. If the attitude I have assumed up to date has erred in any direction, it has been on the side of toleration, lest cordial relati which it is essential should be maintained should be imperilled.
I trust therefore that a clear and unequivocal ruling will,
