of United States merchant vessels in the Philippines, the "ROBERT POIZAT", a coasting steamer with Philippine registry, is the only vessel that is equipped with wireless telegraphy. She has been without a wireless operator for two months. The local
authorities assert that her wireless apparatus has not been in
use during that time and that her owners are careful to prevent
its being used.
Merchant vessel. of a neutral power, on their arrival at
any port in the Philippines, are warned by the Port Authorities
that they must not use their wireless apparatus while in harbour;
the local government is not empowered to do more than issue this
warning; it asserts, however, that with the exception of one
British vessel that on approaching Manila reported that she had
an injured man on board, there has been no case of the use of
wireless telegraphy by any neutral vessel in Philippines waters
since the outbreak of the European War.
When a merchant vessel belonging to a belligerent power arrives in Phillippines waters, her wireless operating room is
closed and sealed by the naval or the customs authorities. Every
foreign merchant vessel during her stay at any port in the Philippines has on board at all times a Philippines Customs Inspector whose duty it is to see that there is no infringement of port instructions; this official, in the case of a vessel belonging to a belligerent power, is under special instructions
to see that her wireless telegraphy apparatus is not used.
