Following is repetition of telegram from Secretary of State for the Colonies for your information and guidance:-
October 12th. My telegram of 21st September Proclamation has been issued October 8th revoking paragraph 5 heading 6 of
Proclamation of September 9th therein referred to as the trading
with the enemy proclamation No.2 and substituting following new
paragraph:- (Begins) -
Not to make or enter into any new marine, life, fire or
other policy or contract of insurance (including reinsur-
ance) with or for the benefit of an enemy; not to accept,
or give effect to any insurance of, any risk arising under
any policy or contract of insurance (including reinsurance)
made or entered into with or for the benefit of an enemy
before the outbreak of war; and in particular as regards
treaties or contracts of reinsurance current at the out-
break of war to which an enemy is a party or in which an
enemy is interested not to cede to the enemy or to accept from the enemy under any such treaty or contract any risk arising under any policy or contract of insurance (includ- ing reinsurance) made or entered into after the outbreak of war, or any share in any such risk. (Ends). Proclamation also contains following provisions:-peregraph No.#: · Pata N°2(1). The expression "Order of Council made and published
on the recommendation of a Secretary of State" in paragraph 5, heading (10), of the Trading with the Enemy Proclamation, No.2, shall, as regards persons resident carrying on business or being in our dominions beyond the seas, be taken to mean an order
of the Governor-in-Council published in the Official
