Disposition towards Canton and Peking Governments.
The President and his Government still hold a high place in the estimation both of Canton and of Hongkong; his strength is known and the signs of genuine efforts at Government are beginning to be felt and appreciated. The Japanese affair is unfortunate, but no more. Canton Government is recognised as very poor, but is tolerated to save trouble.
