With reference to your communication of August 31st,

I have the honor to quote the following from an indorsement of the Chief of Pelice of the City of Manila, who was on September 1st directed by this office promptly to investigate and ascer- tain whether the paper "Gadhar" is published in Manila:-

Respectfully returned to the Secretary to His Excel- lency the Governar-General, enclosing copies of the paper mentioned. Two of these copies are published in the "Gurmukhi dialect and the other in the Urdu dialect. These "papers are published in San Francisco, and are of the issue "of" July 21, 1914.

About twenty copies of the paper, which is published "in three dialects: Gurmukhi, Urdu and Gujrati, are received *in Manila from San Francisco, and according to apparently *reliable information, after being read by the subscribers "here, are given to one C.D.Kumar, who transmits them to "Hongkong and India. The papers transmitted to Hongkong are

in the Urdu dialect".

Information will be appreciated from you as to whether the copies of the papers enclosed herewith are the "Gadhar" mentioned.
