I have the honour to inform you that several copies
of the newspaper called "Gadhar" (1... Mutiny), whose object is to inculcate disloyalty to the British Crown among natives of India, have reached this Celeny through the post from Manila.
This paper was formerly printed in San Francisco and representations were made by His Majesty's Government to the Government of the United States on the subject with success as far as the import of the paper from San Francisco is concerned.
I am not aware whether the paper is published now
in Manila. But I am to ask you te be good enough to move the Government of the Philippines to suppress it if it is; and in any came to stop it from being posted for abroad in the Philippines.
