entirely voluntary perhaps, for the chances are that she would

have liked to stay out altogether but voluntary in the sense

that she was offered two alternatives, weighed then, and decided

as Germany's opponents followed the rule of self-interest in

wanting Belgium to remain neutral (because it was to their stra-
