force an agression upon her neutrality, and at the same time we
can question the wisdom and self-interest of such action.

Therefore, France and Russia would not be the ones to initia
te violation of Belgium's neutrality, for it would not be to their
INTEREST to do so. The interest of France and Russia would be
served by keeping Belgium neutral, or if they could not keep her
neutral to have her on their side. In considering Germany's act-
ion, and criticisms passed upon it, one cannot help reflecting
about what action her opponents would have taken toward Belgium
had the strategical conditions in the first stages of the war
