Following is repetition of telegram from Secret- ary of State for the Colonies for your information and guidance:-
September 28th. My telegram of 11th September notification inserted in London Gazette of 25th September recites para- graphs 5 and 8 of Trading with Enemy Proclamation and announces that British owners of cargo now lying in a neutral port in a ship owed by an enemy may for purposes of obtaining possession of such cargo pay freight and other necessary charges to the agent of the shipowner at such port. Repeat this telegram to Governor, Hongkong, and Commissioner, Weihaiwei. Harcourt. Ends. Please repeat to Commissioner, Weihaiwei.
