Hon. Colonial Secretary,
Mr. Kunze is employed at Messrs. Shewan, Tomas & Co. Married. Has been in Shewan, Tomas & Co. about 7 years. Formerly employed by a German firm in Canton. About a year ago the Austrian Consul-General told me personally that he had intimate knowledge re certain pepers stolen from the Austrian Consulate.
It was reported that at the outbreak of war he had been heard to
brag of his knowledge of the defence of the Colony. He was rude
to some English ladies at Weismann's, and has talked at Kowloon
of what Germany could do. He has been on the "to be watched" list
since the beginning of the war.
