Referring to your telegram of 4th September. Maila to and from enemy territory are suspected of being in transit through Hongkong in neutral closed mails - from China and Manila offices for example. Should these closed mails be opened.
As regards your telegram of 17th September, do the instructions therein refer to mails in transit. This would involve the destruction of neutral correspondence with enemy territory.
