With reference to paragraph 8 of my confidential 18809 despatch of the 30th of March and to paragraph 9 of my despatch
No.147 of the 2nd of May, I have the honour to submit for the
signification of His Majesty's pleasure the following Ordinance:-
An Ordinence to amend the law relating to the
observance of precautions against piracy. No.23 of 1914.

This Ordinance and the Regulations made thereunder, copy enclosed, are based largely on the recommendations of a mixed Committee of Chinese and Europeans with knowledge of the
conditions of the trade carried on by River and Coast steamers,
and have been accepted unanimously by the Legislative Council
with some minor alterations in the draft of the regulations as originally presented to the Council.

The expenditure incurred annually by the Police
Department in Special Police for the searching of passengers
embarking on steamers at this Port amounts now to 86,692 and in
next year's estimate a further sum of 85,000 for capital expen- diture in providing a motor launch and 87,875 for recurrent
expenditure is provided for the same purpose.
