That the arma come from Hongkong, and, without reach- ing Kacao, are transhipped at sea to the junks of the pirates. Accord- ing to my information, arms have been sent from Hongkong to the island of Cheung Chau whence in fishing boats are sent to the junks which on the high sea serve as depots for the smugglers of arms.
I am not aware if the laws of the Colony which Your Excellency so ably administers, would permit the absolute suppression of the trade in arms of warfare. But I can convincingly assure Your Excellency that as long as arms should be supplied to the pirates, if sale of such arms were made in Hongkong, all the measures that the Government of Macao employs against the entry of armaments would turn useless. The rest is easily seen, the importation of arms for the South of China can only be made by Hongkong the only port which normally links this region with the rest of the world.
