I am enquiring as to what truth there may exist in the insinuations made with regard to the Police of Macao by some of the pirates implicated in the assault on the S.S. Tai On".
I should, however, observe that the Chinese Police of liaceo have rendered in the discovery and arrest of criminals great services not only to the Government of kacao but also to the Govern- mentof Hongkong; and that it is fair to attribute to them in a great part the relative tranquillity and security which, from the point of view of piratical attacks, the residents of Macao and the steamers which sail from its port have enjoyed; and that, on the vague insinua- tions made by the pirates detained in Hongkong, the discount forcedly produced by the natural hate between the criminals and the police who persecute them must be allowed.
It is not fair to attribute to the Police of lacao the responsibility for the crimes which were secretly planned in Macao as unfair it is to impute to the Government of Hongkong the least part of responsibility for the crimes which were planned and carried out in Hongkong. The pirates of the South of China are so many that it is not possible for the Police of Macao or those of Hongkong to know them all individually. And, within the means actually employed, it is very difficult to achieve the complete dia- appearance of these bandits.
I believe that the co-operation of the Governments of Macao and Hongkong can considerably extenuate these evils since that the following points be specially attended to:-

(a). the supply of arms to the pirates;
(b). the refuge and habitual residence of pirates in the
islands in litigation between Portugal and China; (c). the refuge and habitual residence of pirates in the
islands and land of the delta of the Province of Kwangtung and its neighbourhood.
The trade in arms has been for many years past prohib- ited at Macao. To nobody are licences granted to import arms in this Province. Rigorous watch is exercised over the possible entry clandestinely of arms coming from Hongkong. Nevertheless the pirates even those who live in the islands close to Macao are well furnished
