I have the honour to acknowledge the receipt of your confidential despatch of the 23rd June and to confirm my telegraphic reply of the 13th August, which decoded was as

follows:-

"With reference to your confidential despatch of

*23rd June there is no record of any Chinese emigration to New

"Hebrides".

2.

No licences permitting Chinese labourers to pro-

ceed to the New Hebrides have been issued from Hongkong or the Treaty Ports, where the Emigration Officers have been warned in

accordance with your instructions.

3.

Free Chinese passengers frequently book passages to Fiji viê Sydney, but, as far as can be ascertained, no Chinese

passengers leave this Port for the New Hebrides or other islands

in the Pacific.
