August 9th referring to my cypher telegram of August 7th enemy reservists. HM.Government desires that care should be taken not to arrest persons who are personally vouched for to the satisfaction of the Government or whose characters precludes suspicion provided they are not allowed to leave the territory under your Government. If your Govern- ment think fit any such persons already detained may be released. Every consideration will of course be shown to all prisoners.
