THUKOHAH
August 14th. My telegram of August 18th referring to Austro-Hungary. Proclamation has been issued which applies to Austro-Hungary all war proclamations and also Shipping Order in Council with substitution of Saturday August 15th for date men- tioned in article No.2 and of Saturday August 22nd for date men- tioned in Article No.3 of said Order in Council. the issue of this proclamation should be notified and Austro-Hungarians should be treated as enemies accordingly. Austrian Reservists and Consul should be dealt with in accordance with my telegram regard- ing German Reservists and Consul. By earliest opportunity full proclamation will follow.
