With reference to my confidential despatch of the 17th July, I have the honour to inform you that a seditious newspaper with the title of "The Bande Mataram, Monthly Organ of Indian Independence" was recently received in this Colony vià Manila and came into the hands of the General Officer Commanding.
who forwarded it to me.

I immediately gave instructions to the Postmaster General that all copies of the newspaper arriving by post should be seized, but I am bringing the matter to your notice in case you should wish to cause representations to be made to the Governments of France and Switzerland. You will observe from the enclosed copy of the paper that it is published in Geneva, and that all communications are to be sent to an address in Paris.
