I have the honour to transmit the enclosed para- phrases and translations of the cypher and code telegrams received from you and addressed to you by me regarding the stock of sugar available for export from the Colony in view of a shortage of that

commodity in the United Kingdom.

On receipt of your telegram of the 7th instant I

instituted enquiries and ascertained that the stocks held by local

merchants was negligible but that one of the two local refineries

held 3,000 tons of sugar in stock and that both together could,

provided regular supplies of raw sugar from Java were maintained,

produce 550 tons per day for export. I telegraphed accordingly 39984 on the 8th instant. "Areulas

Immediately on receipt of your telegram of the 14th

instant I interviewed the managing agents of the two refineries

and was then informed that although the 3,000 tons of sugar referred to in my first telegram might in emergency be shipped to England it was not considered likely that it would travel well.

The opinion was expressed by both agents that only hard crystal

sugar of which the refineries produce little in normal circum-

stances would travel sufficiently well to England to make it worth

His Majesty's Government while to ship it. Both refineries are

willing to refine this class of sugar and I telegraphed in this
