With reference to my despatch No.282 of the 5tk
of August, I have the honour to transmit a petition addressed to you by Mr. I. A. Wheal, in which he asks that he may be
granted two single passages to England on being invalided
from the service.
2.
The free passage scheme is intended to enable
certain officers and their families to take leave in a temper- ate climate at regular intervals, in order that they may
recruit their health for a further term of service in the
tropica. It is not intended to provide passages under the scheme for officers on retirement from the service, and I am,
therefore, unable to support Mr. Wheal's request.
