It has been decided to give undermentioned banks privilege referred to in paragraph 27 part 2 censorship of tele- grams Hongkong & Shanghat Bank, Chartered Bank of India, Austra- lia, and China, Mercantile Bank of India Ltd. For the present notwithstanding paragraph 27 oode word would be permitted only in cases were both addressee and sender are in the list of banke entitled to concession. Censors are being informed.
