Sense

Your telegrams of the 7th instant concerning the arrest of enemy's reservists have been acted upon and there are now 49 reservists or suspected reservists under arrest. The majority of these arrived from Manila and Haiphong en route for the North. The principle that has been acted upon is that Germans travelling in the direction of Tsingtau who cannot prove that they are not reservists and who are suspected of being reservists, are detained. There was no occasion for telegraphing to the Admiralty the names of vessels carrying

reservists.

18. In acknowledging this telegram I took the oppor- tunity of asking your directions concerning the question of allowing certain second reservists and other members of the German civil population to remain in the Colony.

In accordance with the instructions contained in your telegram of the 7th instant I informed the German Consul that he must leave the Colony, and I made arrangements for his staff of four clerks to leave also.

Only one German vessel remained in Port at the

outbreak of war. She has been detained.

The use of Cypher "G" has been discontinued. I have borrowed Cypher "P" from His Majesty's Consul-General at

Canton.

The action laid down in the Defence Scheme for Heads of Departments was promptly taken. I wish specially to commend the services of the Colonial Secretary, the Secretary for Chinese Affairs and Commander Beckwith, acting as Harbour Master in the absence of Captain Basil Taylor on vacation leave. Practically the only divergence from standing instruct- ions has been in not taking up the Peak Hotel as a Hospital. Such action would have involved the large European population
