19. A payment of $1,500 was subsequently sanctioned in
connection with the arrangement come to with the Contractor
whereby the Government took over the work, but, disregarding
this, it appears that the Contractor only received a sum of
say, g850 in excess of the value of the work executed by him
since the 6th April 1910. At that date, in addition to the Con-
tractor's security, amounting to $7,500, which is still in the
hands of the Government, there were reported to be in the hands
of the Government the following sums of retention money:-

In view of the above, I am quite unable to understand
the statements now made in Kr. Fisher's letter. Unless the in-
formation with which he furnished me on the dates specified
above was entirely erroneous or overpayments had been made prior
to April 1910, the Government should still have in hand prac-
tically the full amount of the retention money.
