the Governor, Sir Henry Blake, in October 1901, appointed a
Commission of Enquiry into the constitution and sufficiency of
the staff of the Department, &c., &c. The Commission reported in
March 1902 and I may state that my recommendations received theii
full support as a reference to their report will show. Necess-
arily, all this caused great delay in obtaining additional as-
atotance.

Ir. Fisher may perhaps find comfort in the fact that
he is not the only officer of the Public Works Department who
has had to work until after midnight.

16. pp. 1-end. I quite admit that Mr. Fisher did not favour
some of the payments made to the Contractor, but my action and
recommendations in this matter were based upon the financial
information with which he furnished me. The following statement
shows that his contention that I caused the Contractor to be
overpaid cannot be supported.
17. In April 1910 and again in Kay 1911, I requested Dr.
Fisher to furnish me with estimates of the value of the work
remaining to be done under Chan A Tong's Contracts. The figures
