It will be noted that the advance was for the purchase of
timber for the Contract of fittings etc: and that the Contract-
or only asked for 75% of the value of wood at that date, it
will also be noted that the contract time for completion of
work had expired by 3 months, apart from the fact that the
conditions of Contract were as regards timber"the whole of the
scantlings are to be same out and the JJiners work put in frame
immediately after the contract has been signed"
the contract
was signed on the 22nd February 1908.
The second advance of $2,500 was made on the 27th
August 1910 in reply to the contractor's letters of the 6th,
9th, 11th and 18th June marked "H, I, J,K," I would add, that
the statements made therein are utterly unreliable and mis-
leading, vide my minute to the Hon. D.P.W. of 24.6.10.
I opposed the advance and as a matter of fact only 14 logs
of timber had then been delivered and the value of work done
under the contract for superstructure during August amounted
to say $500. It is almost needless to say that this contract
was also delaying the progress of the fittings etc:
Reports were prepared by me during September 1910, also
statements shewing approximate value of work still to be done
under both contracts.

The third advance of $5,000. was made on the 10th October
In connection with this I would add, that I valued the
work done during the previous month under the contract for
superstructure as nil not worth considering, and work execu-
ted under the contract for fittings at $1627 which sum was
passed for payment.
