I have the honour to submit the following observa- tions on the letters from Mr. H. G. Fisher which accompanied your (ququ confidential despatch of the 10th of June.

2.

First letter of 27th May. I do not think that any re-organization of the Public Works Department is necessary except perhaps in the establishment of a separate branch for Quantity Surveying. I suggested in my confidential despatch of the 16th May, 1914, that expert advice might be taken on that subject.

Second letter of 27th May. It is necessary to poin

out in limine that no attempt has been made by this Government nor by the Director of Public Works to hold Mr. H. G. Fisher responsi- ble for the delay in the building of the Law Courts. A Committee of Enquiry was ordered to go into the question. But owing to the absence from the Colony of Mr. Fisher that enquiry has not been held. On the other hand the Director of Public Works has official- ly explained the causes of delay in his report for the year 1912. No suggestion has ever been made that Mr. Fisher was responsible for any of those causes.

It is nevertheless desirable that I should comment

on on some of the statements and allegations made by Mr. Fisher
