I have examined the accompanying Ordinance entitled
...An Ordinance to authorize the Appropriation of a supplementary
Sum of Six hundred and seventeen thousand seven hundred and eighty
three Dollars and one cent to defray the Charges of the Year 1913.
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions,
