With reference to paragraph 2 of your 73 despatch No.340 of the 10th Novembar, 1913, I have the

honour to represent to you that in the peculiar circum-

stances of this Colony your ruling against the commutation

of pensions will seriously embarrass the humbler grades of

public servants in the Colony, who are as a rule domiciled

in China and intend to reside in their native districts on

retirement. As it would be impossible to effect payment in

these remote districts through the Treasury, these pension-

ers will be compelled either to reside in Hongkong where

living is expensive, or to undertake tedious and expensive

journeys through districts where piracy is prevalent, every

month to obtain payment.

I should, therefore, be glad if you could

see your way to re-consider your decision by exempting

pensioners of the lower grades of the Goverment service

from its scope and allowing them to retain the privilege

of commuting under the provisions of Clause 19 such pen-

sions or allowances as they may be awarded.
