24th June, 1914.

In reply to Your Izogllmey's letter dated 18th

June, 1914, on the subject of pirasy in Southern Chinese waters,

I have the honour to inform you that the British naval patrol of

the waters of the Pearl River estuary has been augmented within

the last month by one torpedo boat; a destroyer is also detailed

for this servies at meertain and frequent intervals.

The number of vessels now mployed in the Vost

River and Pearl River, and their estuary, is:-

1 Torpedo Boat Destroyer.

4 Torpedo Beats.

3 River Gunboats.

I am at the present time in telegraphie somerani-

cation with the Admiralty with a view to the number of patrol

vessels being permanently increased by two, and pending their

Lordships' decision, I am sending two destroyers from Weihaiwại

to Hongkong for this purpose, as a temperary mengüre,

I am not of opinion that the launches proposed

by Lieutenant-Con under Dizen would be suitable for the work

required.

I notice that in the letter from the Lendon

Chamber of dameres, the following passage oseUPU;=

*The Hongkong Chamber also express the view that "it is absolutely essential that the naval patrol should be "increased in Southern waters and more partieularly in the #Ewangtung Delta, and they add that villages which are the head- "quarters of the pirates are quite well known and that steps "ought to be taken to deal with them in an exemplary manner",

The implied suggestion is that this astien should be undertaken

by the Havy, and nothing would give no greater pleasure; but it

would involve a complete reversal of the policy which has been

in forse for many years.
