Your Excellency has no doubt heard of the recent

piracy of the 8.8. "Childar", an ocean steamer en route to

Swatow, and of the more recent attempt to pirate the 8.8. "Tai

Ön", a river steamer trading between Hongkong and Kong Hun.

This attempt failed owing to the brave resistance of the British officers and of the Portuguese guard which the vessel fortunate- ly carried, with the result that many of the pirates fell into

the hands of the Hongkong Police. The result has been that much

interesting evidence has been obtained concerning the places

where, and the manner in which, this attempted piracy and many

other recent piracies en vessels trading from Hongkong and Macao

have been planned. I melose sopies of statements made to the

Captain Superintendent of Police by two pimtes who actually

took part in the attack on the "Tai On" and who have confessed their guilt.

From this evidence and from other sources it is

clearly established that Naone has been used as a base from

which many recent piratical expeditions have been launched, and

as a refuge where pirates have concealed themselves and have

disposed of their plunder after successful expeditions.

Thus it happened that after the piracy of the steamer "Childar" sixf the pirates including the leader Chan Tsun were arrested in Naoao; and that after the recent attempt on the steamer "Tai On" no less than nine pirates who were con-

cerned in the attempted pirsay were likewise arrested in Yaono,
