ly $9,000 per annum. From this must be deducted the present
recurrent annual expenditure amounting to $4,300. The nett
increase in cost for which your sanction is required is, there-
fore, $13,875 during the initial year and $4,700 per annum
subsequently. I enclose for your information a copy of a
paper by Mr. Messer, the Captain Superintendent of Police, giv-
ing details of the estimated expenditure to be provided for.
I am of opinion, and Mr. Messer, the Captain
Superintendent of Police, concurs with me, that this increased
expenditure will be amply justified, The Chinese Police will
be held in greater respect by the public and will increase in
esprit-de-corps and efficiency.

If you should approve of my proposal I would be
glad if I could be informed by telegraph in order that the
necessary provision may be made in the Estimates for 1915.
